Adding buildspec to batch build
multiple Python runtimes

  • Python 2.7
  • Python 3.5
  • Python 3.6
  • Python 3.7
  • Python 3.8

Changes LGTM, but there's a single failing test due to import errors. Looks unrelated to your change, but we should confirm/deny.
