This is actually trickier than it appears. The default removal policy for stateful resources is usually RETAIN while for stateless resources is DESTROY. The problem is that we still don't have a systemic approach for identifying stateful resources, so it's actually not "safe" to claim that all stateful resources will be RETAINED by default.
I guess the correct documentation here is that the default is resource-specific and users should consult the documentation of the specific resource.
