chore: remove tsbuildinfo from repository and NPM

Remove the newly generated build info tracking added by TSC.

Also add .npmignore files to packages that didn't have any yet.

Might want to wait for responses to https://stackoverflow.com/questions/55747284/do-i-publish-tsconfig-json-to-npm-or-not before merging this.
