Description of changes:
I updated the version of taskcat used. Both of the pipeline templates used different versions. 0.9.7 and 0.9.13.
file: templates/pipeline.template
The pipeline template that uses 0.9.13 uses an old curated image and aws cli doesn't work on it because of an issue. this is used in the quickstart workshop.
This is the github issue: boto/boto3#2596
This version of the template probably needs to be removed completely and the workshop updated.
