Description of changes

This change introduces a mechanism for automatically setting a required-release tag on GitHub as part of our new rollback process. This tag indicates that the associated release can not be rolled back (i.e. is the furthest point back that we can possibly rollback to).

Tested required & non-required release flows in CircleCI against my feature branch.
