run-static-checks: main entrypoint that runs all checks #2

This adds "run-static-checks", a simple shell script that will run all checks that are present matching the convention of being named "check-*". If users do not want all checks run, they can opt out of this script and use the checks directly. Signed-off-by: Cleber Rosa <crosa@redhat.com>
