Why this should be merged
All of the Fuji beacon nodes have modified their IPs since originally being encoded. To realign with the NodeIDs, this PR updates the IPs to their new values.
How this works
This doesn't actually change any security guarantees (because the NodeIDs remain untouched). Currently the NodeIDs are connected through gossip from other nodes. This will now directly connect to the expected nodes.

Manually.
