Description

Remove deprecated packages: lidar_centerpoint_tvm and lidar_apollo_segmentation_tvm

Purpose

As written in https://github.com/orgs/autowarefoundation/discussions/4883, we would like to remove unused packages to rapidly improve Autoware as much as possible by minimizing the assets.

Possible approaches

Remove those packages

Definition of done

Those packages are removed from Autoware & Autoware Universe
