What does this Pull Request do?

Updates Tika dependencies to [1.20,) for CVE-2018-17197.

How should this be tested?

  • Clean build; TravisCI should take care of that. Green should be good to merge.

Huh. This builds fine locally on two different machines (cleared out ~/.m2/repository for both too). But, looks like we're hitting the old Tika update problem we tried to resolve in #286.

🤷‍♂️

I'll just close this PR for now, and we can move this work into the refactor-detect-language branch.
