chore: Organizes the files of the ReportModal feature #25046

SUMMARY

This PR moves the files of the ReportModal feature into a folder under src/features/reports following the guidelines of SIP-61. Previously, ReportModal was under src/components but it's not in the same category as it contains Redux interaction and Superset specific features.

This work is part of SIP-61.

TESTING INSTRUCTIONS

CI should be sufficient.

ADDITIONAL INFORMATION

  • Has associated issue: [SIP-61] Improve the organization of front-end folders #13632
  • Required feature flags:
  • Changes UI
  • Includes DB Migration (follow approval process in SIP-59)
    • Migration is atomic, supports rollback & is backwards-compatible
    • Confirm DB migration upgrade and downgrade tested
    • Runtime estimates and downtime expectations provided
  • Introduces new feature or API
  • Removes existing feature or API

This was not being used anywhere. The only reference to fetchUISpecificReport is in HeaderReportDropdown which imports the action directly.
