[SHIRO-895] Workaround Guice Java17 compat and run tests on 17.

This is based on #506, so that should get merged first.
The additional commit will pull in changes from main (--add-opens and --illegal-access) where appropriate.
This commit will also change the github CI to use Java 17.
Mac will build on 8 and 17 only to save resources.
