For a medium sized project the avg mem consumption went from 500-800MB down to 350 on my machine. |

Perfect, this can help in VSCode use case when VSNetBeans is one of LangServers running in background on user machine. This is a little bit different than running full NetBeans IDE which is user dominant application on desktop. |

+1 for using a non-concurrent parallel GC, this is usually the right choice for throughput maximizing background processes.
Worth keeping an eye on it to check if this is causing any trouble. Memory on the client is cheap. In the cloud it depends on what service you are running on. Some give you memory on a per-core basis etc. edit: the switch from G1 to parallel GC alone will likely already reduce footprint |

NB LSP process is different from startd IDE, since it is not a major application user is using. It runs in parallel to major IDE probably VSCode and also in parallel to other installed extensions and LSP servers (potencialy starting another java process). For that reason it is desirable to use different JVM settings from NetBeans IDE. This PR tries to lower NB LSP memory consuption as seen by OS.
Current settings mimics the ones used by RedHat's LSP for VSCode, which seems like reasonable start. We expect that the settings can be changed based on the user's feedback.
Identical recommendation is also mentioned in the following document.
