I think you should add something as:
ignore:
- dependency-name: org.apache.maven:maven-core
versions:
- "> 3.0"
for all maven core artifacts.

And please add to excludes also versions of commons-io, commons-lang3 and mocikito known that requires Java 8 (we are at java 7)
