chore: Prepare release process and scripts for official source releases

What is the problem the feature request solves?

At some point we will want to start creating official releases of Comet.

ASF projects produce source releases, not binary releases, so the scope of this issue is limited to source releases.

We can choose to release binaries from our source releases as a convenience for users but this is not part of the ASF process.

I intend to base the release process on the one implemented in DataFusion, but plan on simplifiing and automating as much of it as possible.
