Describe the enhancement requested

Currently the only option on windows is to use precompiled binaries or a local dev build of libarrow. Future rtools versions will hopefully contain a libarrow version we want to use if available.

This enables the use of libarrow from rtools. This is currently only possible by cross compiling manually but will be part of a future rtools version.

These changes can't be tested, there are no user facing changes for now.

* Closes: #39987
