Now that Antrea is a CNCF project, we need to transition from the VMware CLA to either the CNCF CLA or a DCO (see cncf/sandbox#243).

It seems that most CNCF projects (all except for K8s and gRPC?) use DCO, so I suggest that we do the same. We simply need to add the probot DCO app to this repository.
