SUMMARY

Ansible 2.12 is EOL since the 22 May 2023.

https://docs.ansible.com/ansible/devel/reference_appendices/release_and_maintenance.html#support-life

I am really unsure how this change should be categorized, is that a breaking change ?

According to the aws collection, they only do this on major releases: https://github.com/ansible-collections/amazon.aws/blob/main/CHANGELOG.rst#v5-0-0
