Subtract unspent PGF funds from the total supply for the purposes of:

  • inflation calculation
  • returning supply information in RPC calls

Want to make sure this should also be used to compute the total native supply in the PGF inflation as in https://github.com/anoma/namada/blob/main/crates/governance/src/pgf/inflation.rs#L28-L30
