Adding GenerateSAS, CanGenerateSAS to Storage Clients(Azure#15972)

- All Storage Clients (except Service Clients) now have the property CanGenerateSas and the method GenerateSas - Storage Service Clients have the property CanGenerateAccountSas and the method GenerateAccountSas
