High Priority Tests:

• jasmine smoke test (DONE 🎉 )

Medium Priority Tests:

• Using forkNewDriverInstance
• Using restart and restartSync (though for restartSync we just need to verify an error is thrown)
• jasmine smoke test with restartBrowserBetweenTests
• Tests using every function in Chain promises together in lib/browser.ts #3904
• Blocking proxy on and off (DONE 🎉 )

Low Priority Tests:

• mocha with restartBrowserBetweenTests
• mocha without restartBrowserBetweenTests
• Fix "mochawd" to work without the control flow #3985 tests (existing mocha tests are sufficient)e sufficient)
