This PR fixes some things that have changed with Docusaurus v3 and Powershell 4.7:

  • docs: npx installation now uses npx create-docusaurus
  • docs: docusaurus now autogenerates the sidebar out-of-the-box (requiring one less configuration step, unless we want to customize the sidebar)
  • tests: updated expected test fixtures with PowerShell v7.4 ProgressAction parameter (newly added to CommonParameters)
  • ci: added macos-13 to the test matrix
  • ci: updated github actions to node v20 versions
