Update the phase banner examples, the phase tag is now $govuk-blue #364

The phase banner has been updated in the govuk frontend toolkit to use $govuk-blue, it no longer requires a state to change the colour of the phase tag.
We should probably add a |
Keep the .phase-banner-alpha and .phase-banner-beta classes, so this won’t be a breaking change, but since there isn’t a difference between the two (as we’re not passing in a state to change the colour of the phase tag), use a single class - phase-banner for both examples and mark the older classnames as to be removed in a future version of govuk_elements.

govuk_frontend_toolkit 5.0.2 has the new styles.
And warn people that phase-banner-alpha and phase-banner-beta are deprecated.

This PR anticipates the changes to the govuk_frontend_toolkit, by removing the state passed to the phase banner mixin. This is no longer required, as the phase tag has a $govuk-blue background.
Once the govuk_frontend_toolkit has been updated, govuk_elements can be updated to use the latest version.
