As this functionality is available with the existing plug-in functionality I've spoken with the Design System Team and raise this PR for them alphagov/govuk-frontend#3255 |

This change will prevent the failure within the browser to load any script mapping file such as govuk-frontend/govuk/all.js.map
To achieve this, the plugin config scripts are parsed to dynamically update the plugin config assets with the location of any matching script map files if they exist.
