As a companion piece to alphagov/govuk-frontend#3407, it has been suggested we expound upon where we source the list of organisation colours from, as there is (semi-frequent) disagreement over what they're supposed to be.

Warning

Don't merge this until alphagov/govuk-frontend#3407 has been merged and released.
