NTV2 SDK 17.1.3 for Linux, MacOS and Windows

We are pleased to release NTV2 SDK version 17.1.3.

This release contains the SDK only. The corresponding AJA Retail software release is available on our website.
Go to https://www.aja.com/support and select Desktop IO or Mobile IO to download the retail package for your operating system.

- Linux: Fixes building the driver on the 6.10 kernel, known to work up to and including the 6.12 kernel
- Linux: Support building the driver on RHEL 9 kernel 5.14.0-513 which has backported changes from the 6.5 kernel
