fixes #409

tests pass and aiomonitor works for my project, but I have no idea how the telnet.py module should work so I was unable to test more properly

Our telnet module relies on telnetlib to access protocol constants, not its inner logic.
The protocol implementation is our own one to handle a minimal terminal-type negotiation to make prompt_toolkit working correctly.
