FAQ: why no project symbol generation on Windows

Since CTAGS option --recurse which we use to generate tags for the whole project is not supported on Windows, we can not provide project symbols generation for Windows users.

Still, Windows users could update the project tag file incrementally on file save, which is a far better way than generating tags for all files at one time.
