This fixes #719.
Additionally to fixing above issue, this fixes a bug I found, which occurs in following scenario:
When table columns have no sub columns, header cells are not moving while footer cells are being resized.
One thing to note, is minor refactoring that I did - extracting some repetitive code to
lt-scaffolding-rowcomponent.
