Change vol2bird from reading a hard-coded name for the configuration file to making it an input file that the user can specify when calling vol2bird

  • add command line option -c for configuration file in both rsl2odim and vol2bird
  • overwrite default configuration file name options.conf with the command line specified path for both rsl2odim and vol2bird
  • verify that user-specified options file exists
