why cannot this be a setting to associate file extension to file syntax/highlighting

@cooolbasha There is a plan to eventually make this configurable via preferences -- you can upvote the 'User-Selected Language / Syntax Mode (per file extension)' feature on our backlog if this is important to you.

In the meantime, file extension mappings can be controlled by Brackets extensions as well -- pull requests to core aren't strictly necessary. See https://github.com/adobe/brackets/wiki/Language-Support.
