In my recently created library MicroOSC, docs would not build on readthedocs.org site, erroring out with no theme named 'sphinx_rtd_theme' found". I fixedit by adding "sphinx_rtd_theme" to the docs/requirements.txt file. I think this same bug was biting circuitpython builds.

Perhaps the "docs/requirements.txt" file needs to be updated to include "sphinx_rtd_theme"?
