TinyUSB submodule version is out of date

The current (10.0.0-beta.2) TinyUSB @ 542e5b4 submodule is using a commit from 3 months ago.

There have been many TinyUSB commits with fixes and improvements since then.

Updating to the current TinyUSB version would include the commits for these PR's, which might improve the reliability of descriptor parsing:

• vendor device open fix for descriptor parsing hathach/tinyusb#3118
• follow up to pr3118, interface also end with IAD. Add more checks hathach/tinyusb#3123
• Fix HID descriptor parsing of 4‑byte items hathach/tinyusb#3165
• Fix #3159: Handle MIDI interface after audio streaming interface hathach/tinyusb#3183

also, this one may help with improving behavior when a USB device is disconnected:

• add osal spinlock API, Fix/dcd dwc2 race condition  hathach/tinyusb#3127

It's possible that the Pico-PIO-USB submodule (see ports/raspberrypi/lib) should also be updated. It looks like its current submodule commit is 3 months old (v0.7.1 ?) and that the current version is v0.7.2.
Main change appears to be this PR: sekigon-gonnoc/Pico-PIO-USB#186

Feel free to update this too. I think the issue was found by the RP2040 tester.
