A comment we got from Neil (#55) mentioned that there seemed to be a jump in coal generation on the Railbelt after 2013. I investigated and found that workbooks prior to 2014 (those not developed by Neil) only considered certified utilities (referring to RCA certifications as an electric utility).
In this PR, I find the missing data, patch it into the final version, and include documentation and data pulled from the EIA-923.
