Provide descriptive Notes text for all unknown/generic licenses in the ScanCode-LicenseDB

Please refer to the attached spreadsheet.  We need to update the Notes field of a group of licenses in the ScanCode-LicenseDB to ensure that they provide adequate explanations of the purpose and meaning of various licenses that point to unknown or generic cases.  Please use the text in the "Reference Notes" column of the spreadsheet for that purpose.
