sort out lore/override for full/linux procps

There's already an override for procps (https://github.com/abathur/binlore/blob/main/overrides/procps-), but I think it just addresses the macOS version of the package.

During a build, this manifests as:

Be a little cautious/curious here. I don't fully remember the tendrils, but procps on macOS is a bit weird. For example, I see ps, sysctl, top, watch all in it, but I don't recall why I didn't cover sysctl and watch in the override. Also look @ improving CI coverage for it. For reference, here's what's in procps on nixOS:
