Reverts #6628

Motivation

We started getting internal GitHub Actions errors after merging this PR to main:
https://github.com/ZcashFoundation/zebra/actions/runs/4938132684

It's hard to tell if that change is the cause, because GitHub is also having infrastructure issues:
