Not sure how to handle this with py2exe or MSYS2 installations.
Can we just drop this file next to the exes? (all of them?)
Here's an example that has PerMonitor in dpiAwareness :

It's worth bearing in mind that there are MS Windows OS override properties available:

The dpiAware and dpiAwareness attributes were already in the manifest template:
https://github.com/Xpra-org/xpra/blob/master/packaging/MSWindows/exe.manifest

But there were issues preventing this manifest from being used:
#4444 (comment)

Worth trying again.
