Clean up GitHub Actions workflows

Description

This PR

• removes the disabled workflows altogether
  They had already been superseded by our GitHub board automation work.
• consistently uses '_' for workflow files
  This matches the naming scheme from the parent openverse repo and the workflows that sync with it.

If everything goes well, nothing should change at all!
