Zoom Out: Don't hide the insertion point when hovering patterns #64392

This works as intended! If we aren't in zoom out mode, though, are we expecting the behavior to be any different? I'm just not sure what this code was meant to be doing before

What?
This disables the behaviour that makes the insertion point invisible on hover.
Why?
I'm not sure why we have this behaviour - it seems unhelpful! It was initially added in #47693 but that doesn't seem to have been reintroduced with this.
How?
Just remove the code.
