This tests well for me and the code looks good.
Using Twenty Twenty-Three, without changing anything I can see the Post Meta pattern appears under Posts in the Patterns section:
If I add * Inserter: no
to the Post Meta pattern, then it disappears from the Patterns section ✅:
Without this PR and with * Inserter: no
, it still appears in the Patterns section:

Is this meant for 6.3? It was missed for RC1 but as a bug in a new feature could still go in during RC phase. I'll add the backport label. |

What?
Developers can register block patterns that are not available in the block inserter.

This PR filters out those patterns from the patterns list and pattern page.
Closes #52629
Why?
They can not be inserted so they should not be presented as being available to the user.
How?
Adds two new filters.
Testing Instructions
In Twenty Twenty-Three, add
Inserter: no
to the file header of the post meta block pattern: twentytwentythree/patterns/post-meta.php.Save the file changes. 😄
