Link elements: Add a :where selector to the :not to lower specificity #42669

What?

This reduces the specificity of the link selector.

Why?

Having a highly specific link selector makes it more complicated for themes to override these rules - see #42616.

How?

:where reduces the specificity of the :not selector to zero, so this now has the same specificity as before.

Testing Instructions

  1. Add a post with some links
  2. Add this to your theme's CSS:
a {
	text-decoration: line-through;
}
  1. Your links should have a line though them!

The technique was used in the past and it worked 🚢
It does feel like all core CSS will end up being in :where ...

There are some failing tests because we'll need to update the CSS strings in the test files, but other than that it looks good. I'm pre-approving this PR so it can get merged once the tests get fixed 🎉
