Expand retaining styles functionality across more blocks and situations

Various efforts have allowed for style changes to blocks to be kept when adding an additional sibling block, like with the Buttons block #37905, or when transforming #37596. This issue seeks to start the conversation around ways of expanding the retaining of styles to more blocks where applicable. For example, should this apply with the Gallery block or when working within a container block context (like a Group or Row)? For greater context, this was discussed during the 6.0 walkthrough.

I imagine this will require a design first approach to decide key points and specific blocks where styling should be kept so am labeling this issue to reflect that. Feel free to update if that's incorrect.
