Patch react-autosize-textarea for updated types (#61570)

The react-autosize-textarea package is unmaintained and conflicts with recent React types.

React removed `onPointerEnterCapture` and `onPointerLeaveCapture` events.
Patch `react-autosize-textarea` to remove references to those events.

Add a README to the patches directory so that package patches may be documented.
