We have User Activation v2 model in the HTML spec now. "Triggered by user activation" should now be changed accordingly. See the HTML issue mentioned below.

I took a look at this and I think this depends on w3c/permissions#194 because the current permission request algorithm doesn't have a clear way to refer to the relevant settings object.

Update language for User Activation v2

This change updates references to "user gesture" to use the new language
used for User Activation v2. The new language now states that the
requestDevice algorithm has to be triggered while its relevant global
object has a transient activation.

This fixes WICG#178.
