This adds support for specifying the version of the standard to use for the assessment, as well as the "interpretation level", where that interpretation level can range from a strict reading of the standard to a more speculative interpretation that attempts to resolve ambiguous, conflicting, or absent material.

Closes #5. Closes #6.

…f the standard to use via CLI. Enum CLI arg support added in new cli.py module. Logic for analyzing current and voltage waveforms depending on the selected interpretation/version added. Max args/locals incremented for pylint.
