This PR updates the .babelrc to fix the errors related to Dockerfile.frontend container.

To test this:

I build the Dockerfile.frontend container locally and had the same errors we are seeing in the Actions workflow in this repo
I re-build the container with changes in this branch and errors were gone, was able to run the container after it built.
