Circuit browser - flip button to flip 2 neurons

we need a button to flip 2 of the neuron(s) configured, suggestion from Robbie to re-use the dots on the left side (will ask some design to Paul).

This one is done for the case that there's only 2 neurons. If there's more than 2 neurons, if flips the first neuron with the last neuron. @ddelpiano We need to revisit this if there's more than 2 neurons and we need to be able to flip all neurons, and not the just first neuron with the last neuron.
