A few clean-ups and debugging output. Main fix, though, is to add issues write permission (in addition to that for PRs).

Description Of Changes
Apparently, need to have write permission for issues set, in addition to PRs, for this to work. (This is not what the docs say.)
Also cleaned up a couple things and added some more debugging output.
