__array_functions__ didn't become default until NumPy 1.17. We test and can run on 1.16 with NUMPY_EXPERIMENTAL_ARRAY_FUNCTION=1 but users may not know this. Bump will fit ~2-year window for 1.1 release anyway.

__array_functions__didn't become default protocol until NumPy>=1.17. We test and can run on 1.16 withNUMPY_EXPERIMENTAL_ARRAY_FUNCTION=1set but users don't know this. Bump will (nearly) fit 2-year window for 1.1 release, so might as well!
