Description Of Changes

Bunch of little things to get us closer to release:

  • Eliminate link to heat index reference that was failing linkcheck--just put in repo (it's a 14kb file)
  • Fix setting barb color for PlotObs
  • Change link names for examples/gallery back to Examples and "Python Gallery (separate site)" in sidebar. I'm not sure if I love those, but not sure what else to put there.
  • Point to new Python Gallery location
  • Update and make less prominent our verbiage about semantic versioning--make it reflect our 1.x status. Also there's no reason for that to be among the first text a new user to our site sees.
  • Change status classifier in setup.cfg (for package on PyPI) to "Production Ready" 😬

MNT: Change link for heat index reference (Fixes Unidata#1268)

This was causing a lot of linkcheck failures (though they seem to be
fine at the moment). It's a 14kb file, so just put it in _static and
reference it there.

With 1.0, need to update this text. Also, move it down a bit--there's no
reason for that to be at the top, prominent in our docs.
